This m onth’s issue features ACRL’s Annual 
Report for 2 0 0 2 -2 0 0 3 . In it you ’ll find an 
overview  o f the many initiatives and m em ­
b er services im plem ented during our pro­
ductive fiscal year. T he roll-out o f the Aca­
dem ic and Research Library @ your library 
campaign, the resounding success o f ACRL’s 
11th National Conference, and the launch of 
our first W eb-based seminars are among the 
highlights o f the report.

Recently, ACRL, ALA’s Office for Informa­
tion Technology Policy (OITP), the Associa­
tion of Research Libraries, the Association of 
American Law Libraries, the Medical Library 
Association, and the Special Libraries Asso­
ciation endorsed a new  Statement on Fair Use 
and Electronic Reserves, in response to con­
fusion about the TEACH Act and ongoing 
uncertainty regarding e-reserves and fair use. 
T he e-reserves statem ent appears in its e n ­
tirety in the W ashington Hotline column, 
on  page 756.

T he role o f the com m unity colleg e li­
brary is addressed in the Partnerships and 
Connections colum n on page 721. Bernard 
Fradkin talks about the opportunities and 
challenges presented during uncertain e c o ­
nom ic times to libraries with a mission to 
serve the greater community.

E a ch  y ear, ACRL aw ards th e Sam u el 
Lazerow Fellow ship for Research in C ollec­
tions and Tech nical Services in Academic 
and Research Libraries. Reports on  the re­
search conducted by the 2002 and 2001 win­
ners can b e  found in the News from the 
Field column, on pages 704 and 705.
