ACRL News Issue (B) of College & Research Libraries 385 BYLAWS REVISION CO M M IT TE E ACRL SUBJECT SPECIALISTS SECTION REPORT, TUNE, 1969 The Bylaws Revision Committee has ex amined the bylaws o£ the Subject Specialists Section for conflicts with the ACRL constitution and bylaws and for obsolete provisions. In ac cordance with the instructions of the Executive Committee at the Midwinter meeting, we pro pose the following changes. 1. PRESENT TEXT. Article VI. Executive Committee. Sec. 1. Composition. The Ex ecutive Committee consists of the off i cers, the representative of the Section on the ACRL Board of Directors and the presiding officer of each subsection. CHANGE. Delete the words “the repre sentative of the Section on the ACRL Board of Directors.” EXPLANATION. The ACRL constitution states that the Section shall be represented on the Board of Directors by the chairman and vice-chairman. It makes no provision for any other representation from the Section. 2. Article VII. Committees. Sec. 1. General, (a ) Standing committees. 2d sentence. A list of standing committees including their membership and a definition of duties shall be published annually. CHANGE. Delete the words “and a defini tion of duties.” EXPLANATION. Names of committees and their members are published annually in the organization issue of ALA bulletin, b ut a definition of duties, beyond w hat appears in the committee name, is not included. 3. Article VII. Committees. Sec. 2. Standing Committees, (b ) Individual committees. (1) Committee on Membership. To take appro priate action to encourage membership in the Section. CHANGE. Delete (1 ) Committee on Mem bership and ff . entirely and renumber (2 ) Program Committee to ( 1 ) . EXPLANATION. There is not now and has not been for several years a membership committee. Membership activity takes place at the subsection level. 4. Article VII. Committees. Sec. 2. Standing committees, (b ) Individual committees. (2 ) Program Committee. 2d sentence. The Pro gram Committee consists of the chairman, the chairman-elect, the secretary, the pre siding officers of subsections, and a member appointed from the membership at large. CHANGE. Delete “and a member appoint ed from th e membership at large” and in sert “and” after the word “secretary” so that the sentence reads “The Program Committee consists of the chairman, the chairman-elect, the secretary and the presiding officers of subsections.” EXPLANATION. There is no member at large appointed now. The Executive Com mittee functions as the program committee, particularly since the annual meeting is usu ally held in conjunction with one or more of the subsections. . Article VIII. Nominations and elections. Sec. 1. Nominations. There shall be a Nom inating Committee to present candidates for the offices of chairman, secretary and of representative(s) of the Section on the ACRL Board of Directors. At least two can didates shall be presented for each office. The candidates shall be selected so as to as sure approximately equal representation to the area of humanities and social sciences and to the area of pure and applied science. The chairman and the chairman-elect may not represent the same area of learning. The office of representative on the ACRL Board of Directors shall rotate between representa tives of the above areas of learning during alternate terms. CHANGE. Change the first sentence to read: “There shall be a Nominating Com mittee to present candidates for the offices of vice-chairman and chairman-elect, and secretary. Delete the sentence beginning “The office of representative on the ACRL Board of Directors.… ” EXPLANATION. As stated in the explana tion under 1., there is no representative on the ACRL Board of Directors provided for in the ACRL constitution. The office for which the candidates are to be presented is actually that of vice-chairman and chair- man-elect, not th at of chairman. . Article VIII. Nominations and elections. Sec. 3. Elections. 2d sentence. A copy of the bal- 5 6 386 lot shall be mailed by the secretary to each member, and shall be returned to him in ac cordance with procedures and deadline for elections in the ACRL. CHANGE. Substitute for this sentence the following: Ballots will be distributed with the general ballots as sent out by the Ameri can Library Association at the time of elec tion of new officers. EXPLANATION. Under present practice, Subject Specialist Section ballots are includ ed in the regular mailing of ALA ballots. 7. Article X. Previous notice. Publication of notices in an issue of College & Research Libraries or a Section newsletter appearing within the required period of time fulfills the requirements of notice by mail. CHANGE. Amend this sentence to read: Publication of notices in an issue of College & Research Libraries News appearing within the required period of time fulfills the re quirement of notice by mail. EXPLANATION. There is little likelihood of a Section newsletter to be published regularly at this time. Information of this nature now appears in College & Research Li braries News. 8. Article XII. Amendments. Sec. 3. Vote. A vote of three-fourths of the members present and voting at annual meeting shall carry a proposed amendment. CHANGE. Amend this section to read “A vote of two-thirds of the members present and voting at an annual meeting shall carry a proposed amendment.” EXPLANATION. The ACRL constitution requires only two-thirds of the vote for an amendment to the constitution and a simple majority for an amendment to the bylaws. Jerzy (George) J. Maciuszko Mary È.
