Assuring that the information and library needs of special populations of users, such as older or non-traditional students, those who are non- English speaking, the disabled, students from par­ ticular ethnic and social groups, are attended to. i. Assuring that effective teaching and usage of databases and other access tools provide an under­ standing of what is included in order for no patron to be deprived of information inadvertently. j . Assuring the confidentiality of circulation rec­ ords, database searching records, and other patron- based records is maintained in order that privacy of library research and usage is respected. k. Assuring that the library joins with other parts of the parent educational or research institution in participating in public service and outreach p ro­ grams that address the needs of the broader social community. Additionally, social responsibility em braces a sensitivity to the practice of the profession with respect to the active recruitm ent, prom otion and retention of minorities, women, and special popu­ lations. W hile the Task Force does not intend that the above is a definitive statem ent on social responsi­ bility, its members believe that ACRL may use it as a starting point and in doing so, the organization would be in line with other ALA divisions. ■ ■ ACRL actions, June 1 9 8 9 Highlights o f the Annual Conference meetings o f the AC RL Board o f Directors. T he Board of Directors of the Association of College and Research Libraries m et twice during the ALA Annual C onference in Dallas: on June 24,1989, and June 27,1989. Budget The Board approved as policy the recommenda­ tion of the Budget and Finance C om m ittee that “when an ACRL unit undertakes an activity which generates revenue in excess of expenses, this reve­ nue will revert to the ACRL operating budget.” The Board also voted to express concern to the ALA Executive Board and to the incoming ALA Executive D irector, Linda Crismond, regarding excessive delays experienced in receiving monthly financial information on ACRL expenses and reve­ nues. A request will also be made to the ALA Executive Board for assistance with questions re ­ garding ACRL’s U nrelated Business Incom e Tax liability. The Board approved the 1990 budget and 1990 financial plan presented by the Budget and F i­ nance Committee, which shows a deficit of $74,750. A full report on the ACRL budget will appear in a future issue of C &R L News. Discussion groups The Board approved a petition for the establish­ m ent of an Academic Librarians’ Association Dis­ cussion Group. Segal. 6 9 8 / C & R L N ew s Fifth National Conference Evan F arber, co-chair of the ACRL Fifth N a­ tional Conference Executive Committee, reported that th e mood of the C om m ittee at its w rap-up luncheon was euphoric. H e briefly reviewed the results o f the participant evaluation forms and noted that the prelim inary budget projected indi­ cated $84,000 excess of revenues over expenses. Farber stated that the Cincinnati site proved excel­ lent, th at th e local arrangem ents com m ittee was outstanding, and th at he had heard from veteran conference goers th at th e conference was one of the best they had attended. The Board extended a formal vote of thanks to the Cincinnati C onference C om m ittee for th eir outstanding work. Information literacy The Board established inform ation literacy as the planning priority for 1990/1991. A report on the “Symposium on Inform ation Literacy and E duca­ tion for th e 21st C entury: Tow ard an Agenda for Action” was referred to BIS, CJCLS and EBSS for th eir review and recom m endations. JoAn Segal explained th at the symposium was an effort b e ­ tween AASL and NCLIS. Legislation The Board endorsed th e following resolutions subm itted by th e Legislation C om m ittee: re a u ­ thorization of the Paperwork Reduction Act; OMB’s rulem aking on Dissem ination of Inform ation Pol­ icy; th e report, Inform ing the N ation, from the Office of Technology Assessment; reauthorization of the Library Services and Construction Act; and gratitude for th e planned funding of th e W hite House C onference on Library and Inform ation Services. Operating agreem ent President Boissé reported that the divisions and COPES had agreed to a compromise on a four-year phasing in of overhead paym ents on conferences and workshops. H e said he was pleased th at an agreem ent had been reach ed and th at he had established a task force to examine the impact of the new operating agreem ent on ACRL. Performance measures The Board extended th e term of th e ad hoc C om m ittee on Perform ance M easures until th e 1990 M idwinter Meeting. VirginiaTiefel, comm it­ tee chair, rep o rted th at th e m easures w ere being tested a draft of the manual was un d er review. The final edition will be subm itted for ACRL Executive C om m ittee approval in the fall. The goal is to have th e m anual published before th e 1990 ALA C on­ ference. Publications The Board established an ad hoc Non-Serials Publications E ditorial Board to advise th e ACRL staff publications officer on titles for publication. Sections The Board approved apetition for the establish­ m ent of the Afro-American Studies Librarian Sec­ tion (AFAS) and dissolved th e Black Studies D is­ cussion G roup. The discussion group, chaired by Clarence Chisholm, has been m eeting for six years and has grown to m ore than 90 m em bers. Standards and guidelines The Board rescinded the ACRL Activity Model for th e 1980s, which has been superseded by the ACRL strategic planning process. The Board approved: “ACRL Guidelines for the Preparation of Policies on Library Access”; “Guide­ lines for Academic Status for College and U niver­ sity L ibrarians”; and the “ACRL S tatem ent on Licensing and Certification of Librarians. ” All three items will be published in C & RL News. Task forces The Board received final reports from th e task forces on Professional Ethics, on International Relations, and on ACRL and Social Responsibili­ ties. The la tte r’s definitions of social responsibili­ ties appears elsew here in this issue (pp. 695-96). The Planning Committee will now consider whether standing committees for each of these areas need to be established. The term s of th e following task forces w ere extended: Librarians as Instructors (1990 Annual), Financial D evelopm ent (1990 Annual), H istori­ cally Black Colleges and Universities (1991 An­ nual). The Board discharged the Small College Assess­ m ent Program task force so the group could reform as a task force of the College Libraries Section. The new CLS group will work with th e Associaton of Research Libraries’ Office of Management Studies to co-sponsor ARL’s Planning Process for Small Academic Libraries. ■ ■
