ACRL News Issue (B) of College & Research Libraries 371 Dr. Charles Darrett Churchwell, for­ merly assistant director of the University of Houston libraries, became director of libraries at Miami University on September 1, as an­ nounced by Dr. Phillip R. Shriver, Miami Uni­ versity president. He succeeded Leland S. Dut­ ton, who has headed the Miami University li­ braries since 1956 and has been on the univer­ sity library’s staff since his graduation from Miami U. in 1929. Dutton, who will reach ad­ ministrative retirement age during the coming academic year, will remain on the library staff as Research Resources librarian, with special responsibilities in the reference division, in re­ lation to graduate students and in interlibrary loan arrangements with other institutions. His title is a new one. Dr. Churchwell’s work at Houston includ­ ed coordination of all personnel activities of a university libraries staff of approxi­ m ately 250 professional librarians, clerks, and student assistants. His library experience over the past twenty years covered a wide range of responsibilities in teaching and person­ nel-training as well as administrative duties. Graduated from Morehouse College in 1952, he received the Master of Science degree from the Atlanta University School of Library Science in 1953 and the PhD degree from the University of Illinois Graduate School of Li­ brary Sciences in 1966. He was in part-time library work throughout his school years. Dr. Churchwell was a student assistant in the li­ brary reference department at Atlanta Uni­ versity and Alabama State College. He was instructor of library science at Prairie View A & M College, 1953-59, and was with the New York Public Library’s Circulation Depart­ ment as head of reference sections in various centers, 1959-61. He then was with the Uni­ versity of Illinois libraries as circulation de­ partment graduate assistant, 1963-64, as book- stacks librarian, 1964-65, and as assistant cir­ culation librarian, 1965-67. He participated in the General Studies Program at City College, New York University, and Hunter College; and the Great Books Discussion Leader Semi­ nar while in New York, serving as co-leader of a Great Books discussion group at the Fordham Branch in 1961. He has been on the University of Houston’s Human Relations Committee and the Ameri­ can Library Association’s Committee on Organ­ ization of the Library Administration. He has been a member of the advisory committee to the Atlanta University School of Library Ser­ vice, which has a Ford Foundation grant for improvement of library services in predomi­ nantly Negro colleges. He recently was invited to serve on a visiting committee of the South­ Personnel ern Association of Colleges and Schools. His memberships include the NAACP the National Urban League, the American, Texas and Southwestern Library Association, the Ameri­ can Association of University Professors, and the Texas Association of College Teachers. Formerly assistant director of libraries for public services at Pennsylvania State Univer­ sity, Frank Rodgers, on October 1, 1969, be­ came director of the library at Portland State University. Dr. Jean Black, who had been librarian since the first days of the university, when it began as Vanport College in the 1940s, retired at that time. Mr. Rodgers, born in 1927 in Darling­ ton, County Durham, Mr. Rodgers England, earned a BA with Honours in English at the University of Durham and a Postgraduate Diploma in Librarianship at the University of London (similar to an MS de­ gree in Library Science at American univer­ sities). Immediately following, he was elected Associate and then Fellow of the Library As­ sociation of Great Britain. Mr. Rodgers began his work as librarian at the Poplar Technical College and at St. Martin’s School of Art in London. At these colleges he was entirely re­ sponsible, as the only librarian, for developing collections and providing library service for students and faculty. He left England to be­ come senior librarian, Adult Service Division, Akron Public Library, for two years and was assistant reference librarian, University of Il­ linois library at Urbana, for six years. He then became chief reference librarian, Pennsylvania State University libraries, where he later be­ came assistant director for Public Services. The Pennsylvania State University libraries have been the scene of dynamic development, for their director feels strongly that “a university cannot be just a custodian of books.” Mr. Rod­ gers has been responsible for many areas in the library, among them innovative programs in making the resources of other research li­ braries available to his own users and recruiting new staff. In the area of publications, Mr. Rodgers col­ laborated with Rose Phelps in writing “A Guide to British Parliamentary Papers,” published as a University of Illinois Library School Oc­ casional Paper. The American Library Asso­ ciation will soon publish another of his projects, 372 a bibliography of serial publications in twen­ tieth-century British Parliamentary Papers. He is in the process of writing a book on British government documents, which when finished will be a companion volume to Boyd and Bips’ standard work on U.S. government publica­ tions. Mr. Rodgers has also compiled an index to the National Diet Library’s directory of Japanese learned periodicals. A P P O IN T M E N T S Mbs. Harriet Bell joined the Iowa State Uni­ versity library staff as instructor and cataloger on July 14. Mrs. Myrtle Bennett was appointed in­ structor and cataloger at the Iowa State Uni­ versity library on September 1. Jean P. Black assumed the position of act­ ing librarian for Reed College effective Sep­ tember 1. The appointment is for one year.
