Sewell was also active in national library organizations, and, in 1996, he established the library materials budget survey for ALA’s Chief Collection Development Officers Roundtable. This survey tracked the expenditures for electronic resources among the 40 largest university research libraries in North America and six nationally prominent organizational or governmental libraries. Deaths Yvonne Breaux Carter, 90, former administra- tor of the Higher Education Act: Title IIB Library Education Grant Program for the Department of Education, died on July 22, 2013. Through her career, Carter was a classroom instructor, principal, assistant professor of library science at Northwestern University and University of Southwestern Louisiana, educational program specialist for School Libraries for the U.S. Office of Education in Dallas, and, finally, administrator for the Department of Education in Washington, D.C. Carter retired in 1993 from the U.S. Depart- ment of Health Education and Welfare after many years of service. Joyce L. Ogburn, dean of libraries and Carol Grotnes Belk Distinguished Professor at Appalachian State University, has received the University of North Carolina-Chapel Hill School of Information and Library Science Distinguished Alumna Award for 2013. A p p o i n t m e n t s Charlene Chou has been appointed head of technical services at the University of Wash- ington East Asia Library. Elizabeth Novak is now assistant director of library systems/electronic resources special- ist at the Massachusetts Maritime Academy. R e t i r e m e n t s Bob Sewell has retired as associate university librarian for collection development and man- agement at Rutgers University Libraries, after 24 years with the libraries. Sewell began his career in 1970 by serving as Japanese bibliographer at the University of Illinois at Urbana-Champaign, where he received tenure and was appointed as- sociate professor and then assistant to the direc- tor of library collections. He moved on to serve as assistant director for collection management and development at the State University of New York-Stony Brook. In 1989 he was appointed associate university librarian for collection de- velopment and management at Rutgers, where he also served for one year as acting associate university librarian for technical and automated services.
