ACRL Officers and Committee Chairmen
John E. Scott, head librarian, West Virginia 

State College, was elected vice chairman and 
chairman-elect of the College Libraries Section 
of ACRL, and Martha Connor, associate librari­
an, Swarthmore College, was elected secretary. 
Ruthe Erickson, assistant coordinator, instruc­
tional resources, Junior College District of St. 
Louis, was chosen by the Junior College Libra­
ries Section as vice chairman and chairman-elect, 
and David L. Reich, director of instructional 
resources, Monroe County ( Mich.) Commu­
nity College, was chosen as secretary. Shirley 
Edsall, librarian, Coming Community College, 
Corning, N.Y., was elected chairman this year 
because of the resignation of Lynn D. Bartlett, 
who was chosen as last year’s chairman-elect. 
New officers of the Rare Books Section are 
Robert J. Adelsperger, special collections li­
brarian, University of Illinois at Chicago Circle 
Campus, vice chairman and chairman-elect; and 
Neda Westlake, special collections librarian, 
Charles Patterson Van Pelt Library, University 
of Pennsylvania, secretary. Members of the 
Subject Specialists Section elected Marcia J. 
Miller, chief, division of cataloging and ac­
quisitions, United States Department of Labor, 
as vice chairman and chairman-elect; Mrs.

Information Agency, is secretary. Roscoe Rouse, 
university librarian, Oklahoma State University, 
is the vice chairman and chairman-elect of 
the University Libraries Section; Roy L. Kid­

Subsection Officers
The Agriculture and Biological Sciences 

Subsection of the Subject Specialists Section 
named Howard Rovelstad, director of libraries, 
University of Maryland, as vice chairman and 
chairman-elect; Ann Dougherty, assistant chief, 
Library Branch, Division of Research Services, 
National Institutes of Health, is secretary. The 
new vice chairman and chairman-elect of the 
Art Subsection is Wolfgang M. Freitag, lecturer 
on the fine arts and librarian of the fine arts 
library, Fogg Art Museum, Harvard University; 
secretary is Nancy L. Johanson, librarian, art 
department, Minneapolis public library. Roy 
M. Mersky, librarian and director of research, 
University of Texas School of Law, was chosen 
by members of the Law and Political Science 
Subsection as vice chairman and chairman- 
elect; Hugh Montgomery, associate librarian, 
Wentworth Institute (Boston), is secretary; 
and Ludwik Teclaff, assistant professor and li­
brarian, school of law, Fordham University, 
was elected member-at-large for the subsection.

The new vice chairman and chairman-elect of 
the Slavic and East European Subsection is 
Joseph Placek, head, Slavic section, technical 
services, University of Michigan library; secre­
tary is George E. Perry, curator, Slavic room, 
Slavic and Central European division, Library 
of Congress; and Boris I. Gorokhoff, Washing­

LIBRARY AND INFORMATION 
SCIENCE RESEARCH 

PROGRAM
In response to the growing national need 

for better library and information services, Con­
gress, under Title II-B of the Higher Educa­
tion Act of 1965, authorized the Office of Edu­
cation to initiate a research support program 
concerned with the use of library resources, the 
development of library and information serv­
ices, and the training of librarians and other in­
formation personnel. To support the program’s 
first-year research effort, Congress appropriated 
$3,550,000 for projects which hold the promise 
of improved services and practices for all types 
of libraries. The program is administered within 
the Office of Education by the Bureau of Re­
search’s Division of Research Training and Dis­
semination.

Under Title II-B of the Higher Education 
Act of 1965, the Commissioner of Education is 
authorized to award grants to school districts, 
colleges, universities, state governments, and 
other public or private nonprofit agencies, or­
ganizations, or groups after proposals have been 
recommended for approval by Office of Educa­
tion staff and appropriate nongovernment ad­
visory personnel. Research subjects are as var­
ied as the questions confronting individual li­
brarians and information scientists. Among the 
critically important topics suggested to the Of­
fice of Education in the library and informa­
tion community are the following:

Education: the techniques, philosophy, and 
scope of training and education for librarian- 
ship.

Use and users: information and reader serv­
ices; expressed and unexpressed goals for dif­
ferent kinds of users (students, specialists, and 
the public); variations in user patterns caused 
by geographic, economic, or other factors.

Organization of library and information serv­
ices: administration, management, personnel 
(including manpower utilization, job descript- 
tion, and staffing), finance, and governmental 
relations.
