In part due to the limits of water quality science at the time,30 and the resulting failure of the 1965 law to reduce water pollution significantly,31 the 1972 Act (referred to hereinafter, as amended, as the CWA) shifted to a preventive approach centered primarily on technology-based controls, which imposed discharge limits determined by what level of control was possible, irrespective of ambient water quality.32 28.	cache/cjel-805.pdf	txt/cjel-805.txt
