As a result of these reforms, the responsibility of every leader and employee at all levels of government has increased significantly, and systematic work is being done in all areas. Issues such as freedom of speech and press, openness, constant dialogue with the people, protection of the legitimate interests of entrepreneurs and the rule of law are on the agenda. MATERIALS AND METHODS In this article, we analyze the process of reforms in the country on the example of Jizzakh region. The Decree of the President of the Republic of Uzbekistan such as "On Action Strategy for further development of the Republic of Uzbekistan" [1] and the Decree "On development of an effective model of state regulation and management of integrated development of Jizzakh region" signed on January 10, 2019 [ 2] were of critical importance in order to be essential changes in Jizzakh region. According to the decree, from March 1, 2019 in Jizzakh will be implemented an experiement project "Advanced Zone". The purpose is to identify advanced solutions for the rapid development of the region, to develop strategic goals of the region, to create conditions for increasing the competitiveness of products and services produced in Jizzakh. RESULTS If we summarize the achievements and successes of the past years of independence, especially in the last three or four years, we are ABSTRACT This article analyzes the results of socio-economic reforms in Uzbekistan in 2017-2021. Jizzakh region, which has a huge economic and investment potential in the center of the country, was selected as the object of study. This article analyzes the results of socio-economic reforms in Uzbekistan in 2017- 2020 years on the example of Jizzakh region. In Jizzakh region, which is gaining a new look, creative work is continuing intensive rates. In particular, measures are being taken to modernize the districts of the region, to develop medium and large cities and to organize the urbanization process in accordance with international standards. In particular, 11 houses that are four- storey apartments 264 are being built in rural areas, and 6 houses that are seven - storeyapartment 230 in Jizzakh. Furthermore, 4 houses which are sixteen-storey for 320 families are being built in the Almazarmahalla of Jizzakh, the regional center, collecting the latest achievements of modern architecture [5, p. 4]. In addition, 71 houses that are four and seven- storey residential buildings are being built by private entrepreneurs. At the same time, large- scale work is being carried out to provide the economy and the population with the necessary social infrastructure. Within the framework of the regional investment program, 516.8 billion soums have been allocated for this purpose. By the end of 2020, 319.2 billion soums will be allocated for the construction of 109 facilities, including 16 health facilities, 18 schools and 17 pre-schools, soums were financed. More than 233 billion soums have been allocated for these facilities through the Anti-Crisis Fund. Due to this, 7 schools, 2 preschools, 13 irrigation and land reclamation, 117 roads, 2 drinking water networks are under construction. By the end of 2020, 110 km in the regions drinking water, 60 km. Construction and reconstruction works were carried out in sewage networks, 1043 km. power lines, 209 transformers were perfectly repaired. 3 km. gas networks, 23 gas distribution points, 86 km. the roads were repaired. Mustaqillik Square in the regional center has been completely renovated and given a new look this year. The 60-meter- high national flag, a symbol of our independence, was erected on this square. The six-storey building of the regional administration has been renovated and commissioned. It should be noted that in the city of Jizzakh, a modern 240-seat regional puppet theater was built by spending approximately 13 billion soums. Large-scale landscaping works have been carried out around the Hamid Olimjon memorial complex in front of it. Today, a sports complex is being built the Sangzorkul complex in Jizzakh which has not been paid attention for long time the VMX route of Velotrek, the only one in Central Asia. The VMX direction of cycling, which was included in the 2008 Summer Olympics in Beijing at the initiative of the International Olympic Committee, is also developing rapidly in our country. We are confident that in the future our region will host major international competitions in this sport, and many athletes and champions will emerge from our oasis. In 2020, it is planned to carry out large-scale work on priority development and reform of the sectors identified on the basis of the State Program, and in this regard, in the Year of the Digital Economy, the IT sector will become a separate business. In particular, 5.3 billion soums were allocated from the local budget for this purpose in Jizzakh. The project on establishment of the Jizzakh regional branch of the Technological Park of Software Products and Information Technologies was implemented. This establishment has begun working, including coworking center, a 46-seat conference hall, a library, a business incubator, a robotics laboratory, a media center, cyber-sport and innovative classrooms.An IT academy has been set up, with 2 modern classrooms for 32 students and the opportunity to train 500 students a year. By the end of 2020, 5,720 new jobs, 1.2 trillion soums will be created due to the implementation of another 289 projects. 115 million soums worth of production facilities have been created. It is planned to produce 24 types of new products with the potential to export $ 115 billion, with special emphasis on the development of foreign direct investment in the formation of programs. In particular, in 2020 the total cost of $ 1.3 billion of which foreign direct investment amounted to $1.2 billion. $ 302.5 million for 15 projects worth $ dollars of foreign investment was planned to be disbursed. In 2020, the projected 134.7 million instead of $ 157.4 million dollars were disbursed. The plan was fulfilled by 117%. In particular, a private enterprise in the form of a limited liability company "Huaxin Cement Jizzakh" in Zafarabad district provided $150.0 million. 1.2 million per year due to the development of direct investments. tons of cement were launched and 300 new jobs were created. Jizzakh Organic LLC in Zaamin district has donated 100 million. The development of animal husbandry and agriculture through the care of 11,000 head of cattle per year on an area of 5,400 hectares will be launched through the development of investments in the amount of $ 1 billion. As a result, it is planned to create 1,000 new jobs. On the basis of the Resolution of the President of the Republic of Uzbekistan "On measures to implement the project of the Republic of Uzbekistan on the organization of production of passenger cars" Volkswagen "on the basis of" Jizzakh Automobile Plant "LLC" ADM Jizzakh "Limited Liability Company Volkswagen Caddy cars will be produced on the basis of Renault, KIA, Lada and Jizzakh Auto as part of the investment project "Production of cars". As a result of these projects, it is planned to create about 1,500 new jobs. DISCUSSION In accordance with the decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers, 12 small industrial zones have been established in the region. It is planned to create 1,656 new jobs through the implementation of 67 projects equaling to the total cost of these small industrial zones is 767.6 billion soums. Nowadaysinvestments in small industrial zones totaling 215.8 billion soums have been attracted, 38 projects have been launched, which has created 568 new jobs. Furthermore, the Resolution of the President of the Republic of Uzbekistan "On additional measures to specialize the regions of the Republic in the cultivation of agricultural products" opened new horizons for the integrated development of the agricultural sector in the region. In accordance with this resolution, 116.3 thousand hectares of additional land have been allowed in designated areas for planting vegetables, potatoes, melons, medicinal plants and building greenhouses in 2020-2022. Transportation and infrastructure will be created in Zaamin, Pakhtakor and Mirzachul districts based on their geographical location. On this basis, the cultivation of nuts, pistachios, almonds will be expanded in Gallaorol district. By 2020, 1,844 hectares of land have been allocated to the population and another 2,289 people have been employed. In Bakhmal, Zaamin, Forish, Sh. Rashidov districts it is planned to develop dry lands and accelerate the development of horticulture and viticulture. Several wells are drilled to provide water. Under the "One hectare for each young unemployed" measure, land is allocated mainly to young people and low- income families. It is planned to provide 665 young people in this cooperative [5, p. 4]. According to the Resolution of the President of the Republic of Uzbekistan "On additional measures to implement the project "Development of sewerage system in Jizzakh"with the participation of the Asian Development Bank", 61 km of sewerage networks will be built and reconstructed in Jizzakh. As part of the project, three pumping stations of the wastewater treatment plant will be reconstructed and another such pumping station will be built [6,2-b]. In order to reduce poverty in the region, deputies of regional, city and district councils, community activists with the participation of all citizens held a meeting and discussed at the sessions. During the census, it was revealed that 16,677 low- income, needy, disabled, single, deprived of a source of income during the quarantine period lived in 295 makhallas – neighbourhoodswith 74,335 needy people, including 19,801 unemployed. In order to increase the income of 16,677 families included in the "Temirdaftar" in the regions, an address list has been formed to ensure the employment of the needy in 52 sectors in the areas supervised by the deputy governors. Moreover, 17,337 unemployed people have been employed. In accordance with the instructions given in the video conference by the President of the Republic of Uzbekistan on September 24, 2020 to support women and youth in need of social protection, Resolution No. 991 of October 11, 2020 "On the introduction of the system" Ayollardaftari"and "Yoshlardaftari"in order to support women and youth in need of social protection in the city of Jizzakh" was adopted. In particular, in Jizzakhwomen accounts the number of young people till 30 years is 41,253, and the number of women over 30 is 40,114. To date, 36,366 young people under the age of 30 and 38,478 women over the age of 30 have been included in the electronic database on the basis of questionnaires. In addition, the number of women were 89,502, of which 1,714 were registered as unemployed. Accordingly, 31 people were employed in state organizations, 356 in newly opened enterprises, 321 in loans, 373 in paid public works, and 61 in others. Following the results of 2020, our enterprises “Jizzakh textile” LLC, “Toshtepa Tex” LLC, “JADA Kolor textile” LLC, “Farali textile” LLC, “Silk export Potsessing” LLC (cocoon) and “AL- ABBOS” LLC (cocoon) A total of 650 women will be employed under this program. Also, by this period of 2020, a total of 2,157 young people in need of social assistance were included in the electronic database on the basis of a new questionnaire. There are a total of 102 preschool educational institutions in the city (75.8% in Jizzakh, 1st place among the districts) and about 8,935 children are educated. (The contribution in Jizzakh is 75.8%, 2nd place among the districts) The coverage ratio was 0.9 in terms of capacity. (2nd place among districts) The number of pre- school educational institutions increased by 4 or 3.6% compared to the same period last year, and the number of foster children increased by 1,325 or 0.8%. We analyze the preschool education institutions in the region on the example of Jizzakh. The coverage of children aged 3 to 6 in preschool education was 75.8% (the share of Jizzakh is 9.2%, 2nd place among the districts). There are a total of 102 preschool educational institutions in Jizzakh, including: - The number of state-run MTCs is 31, the number of children is 6,215; - The number of private MTCs is 70, the number of children is 27 20. The coverage of children aged 3-6 in these MTCs is 76.0%, and the coverage of preschoolers is 81%. The city medical association includes 5 family clinics and their 4 branches, a multidisciplinary central polyclinic, the city obstetric complex, a tuberculosis dispensary, the therapy and pediatric departments of the central hospital. Also in 2021-2022, Jizzakh Farm plans to establish a cluster "Medicine" in the multidisciplinary medical clinic "Jizzakh DENTA" limited liability company, located on U. Turakulov Street. The clinic performs facial and skin surgeries, heart, kidney and other organ transplants on 1,000 people a year. medical services are provided to the population. In addition, Doctor Akmal LLC, located on the territory of Babur Farm, provided 1,640 million soums and will be organized to provide medical services to the population. Construction of a 270-bed medical complex on the site of the former Tromotology Hospital on Akkurganlik Street in Akkurganlikmahalla of Jizzakh city began on March 4, 2019. The name of the construction company is “Agro Quant”neighbourhoodcitezens community, the project cost is 75 billion 334 million soums. scheduled for delivery on the eve. To date, construction work is underway on the 5th floor of the building. There are 29 general secondary schools in Jizzakh, including two specialized schools and aBarkamolAvlod children's school. In 1 of the existing educational institutions (3%) classes are held in one shift, and in 28 (97%) classes are held in two shifts. Education in general secondary schools is conducted in two languages (Uzbek, Russian). 2555 teachers teach the number of pupils are35395 in 29 secondary schools and a “BarkamolAvlod” children's school in Jizzakh. Decree of the President of the Republic of Uzbekistan No. PF-5537 of January 29, 2020 "On the establishment of a special commission to prepare a program of measures to prevent the entry and spread of a new type of coronavirus in the Republic of Uzbekistan" and the Cabinet of Ministers of March 23, 2020 No. 176 In order to ensure the implementation of the decision, as well as to ensure the implementation of the minutes of the meeting of the Republican Special Commission No. 34-35, a headquarters was established in the city administration, an action plan and roadmap for the spread and prevention of coronavirus disease. On this basis, the gradual exit from coronavirus quarantine requires new approaches to the full functioning of the city's economy, employment and income, assistance to the needy and poverty reduction. She is learning to live and work in a pandemic environment, realizing it will take a long time to find a cure for the virus. During the quarantine period, a contract worth 100 million soums was signed with the regional “Dori-dormon LLC” to provide needy families with medicines, and today 50 million soums have been transferred from the Sahovat and Support Fund to the regional “Dori- Darmon LLC”. Food products worth 150 million soums were also distributed to needy families. These are: -Convenient investment condition in the country (having availability of tax, customs and other benefits for foreign investors); - There are more than 70 deposits in the region and these natural resources are not yet used fully; - Favorable economic and geographical location of the region (proximity to the center of the Republic, economically developed regions such as Samarkand and Navoi); - well-established transport infrastructure (modern M-39 international highway and railway instead of the ancient Silk Road); - others such as cheap labour. During the years of independence, in the Republic of Uzbekistan and including Jizzakh region, on the basis of deepening economic reforms, efficient use of natural resources in solving socio-economic problems arising in the transition to a market economy, the establishment of competitive raw materials, reforms aimed at the development of such sectors as construction and agriculture are being implemented. Jizzakh is showing its beauty, splendor and beauty to the world. Cultural and residential buildings, schools, preschool educational institutions and medical institutions under construction add to its beauty and attractiveness. The wide streets, the cozy, skyscrapers that line them, add to the beauty of the city. In general, the essence of the radical changes that have taken place in our country over the past three years has been focused on man and his maturity. These changes are also important in that they are aimed at restoring human dignity and creating a decent lifestyle. REFERENCES 1.
