Developments in Business Simulation and Experiential Learning, Volume 28, 2001 THE ECONOMIC AND POLITICAL TRANSITION OF THE MEXICAN STATE IN THE THRESHOLD OF TWENTY FIRST CENTURY: FROM THE ENTREPRENEURIAL STATE TO THE STATE OF ENTREPRENEURS. Vargas-Hernández, M.B.A.; Ph.D., Universidad de Guadalajara jvargas@cusur.udg.mx Abstract This paper has the purpose to analyze most recent economic and political changes in the Mexican States, which show a clear transitional tendency from an entrepreneurial state toward a state of entrepreneurs through the following stages: The PRI-presidential Mexican Entrepreneurial State with an emphasis in the welfare state model,followed by a period marked by the transition of the Mexican State focused on a neoliberal PRI-presidential reinventing of the state, as the result of the economic and political impact of globalization and its pervasive effects on an inequal income distribution, weak governance, political instability and lack of property security, besides a new relation´s interface between government and entreprises. Finally, the regime’s transition under the change of party in power opens the stage of a Mexican State of Entrepreneurs in the new period PAN- presidentialist. Resumen Este trabajo tiene como propósito analizar los más recientes cambios económicos y políticos del Estado Mexicano, los cuales muestran una clara tendencia transicional de un Estado Empresario a un Estado de los Empresarios que cubre las siguientes etapas: el Estado-Empresario Mexicano PRI-presidencialista con énfasis en el modelo del Estado de Bienestar; seguido por el periodo marcado por la transición del Estado Mexicano con un enfoque en la reestructuración neoliberal PRI-presidencialista como resultado del impacto económico y político de la globalización económica y sus efectos perniciosos en la injusta distribución del ingreso, una gobernabilidad débil, inestabilidad política y falta de seguridad de la propiedad, así como la interfase de las nuevas relaciones entre el gobierno y las empresas.
