Annotation: The article analyzes the specifics and tasks of legal education, in particular, the ongoing and future work on improving the legal culture of young people in general education institutions. There are comments on the fact that increasing legal literacy has been raised to the level of state policy. Recommendations and opinions on raising legal education to the level of modern requirements are presented. That is, the issue of legal education has served and continues to serve as an object of scientific research by many scientists. In fact, at the same time, this issue has become one of the main urgent problems in the development of our country. The term "education" is a social category that is repeated many times in the problem of humanity in everyday life. Social education embodies the unified system of all educations in society and it includes political education, cultural education, spiritual education, ecological education, aesthetic education, as well as legal education and other types of education. In the system of social education, legal education, like other types of education has own special importance. Legal education is formed and developed on the basis of moral, aesthetic, spiritual and other similar types of social education. That is, legal education is closely related to all types of social education. In particular, the eternal dream of every country, which has set itself the main goal of building a highly developed legal state and a just civil society, is to raise the level of legal consciousness and legal culture of its population. The social development of any country is related to the legal culture of its citizens. After all, a highly developed legal consciousness and legal culture are an indispensable sign of a legal state and civil society. A high level of legal awareness and legal culture is a product of legal education. Legal education plays a key role in forming the legal consciousness and culture of the population. The President of the Republic of Uzbekistan Sh. Mirziyoyev said: "The formation of legal consciousness and legal culture in society is directly related to education and environment."2 He also emphasized that a high level of legal culture is a unique feature of a legal state. Legal consciousness, legal education and legal culture are inextricably linked and complement each other in this logical consistency and similar categories located in a sequence indicate the state of the legal system of the society. The legal consciousness of a person is formed first of all ,under the influence of legal education. Legal education helps to increase the level of order and discipline, strengthen the sense of duty and increase the legal culture of an individual. Legal education means a special legal type of influencing the mind of a person in an organized way and with a specific goal in mind. Legal education is a process of pedagogical influence on the legal consciousness of individuals and social groups, directed to a specific goal, planned and carried out by means of special legal education methods. Definition of legal education in state and theory textbooks is“legal education influences the mind and spirit of citizens, means of legal education, and from the means of legal education, deep and legal knowledge, beliefs, rights, values, legal character is a process of habits." Education is a process specially organized by law enforcement officers, in which all forms and methods of education are aimed at one goal”. Its organizers, that is, the main subjects are parents, children. Teachers, employees of law enforcement agencies and their heads, employees of penal institutions. Education in a broad sense is a set of educational processes specially organized or not organized by individuals, which can have a positive effect on the education of a person. This means educational preventive work carried out directly by the prevention supervisor in the family, kindergarten, school, work and residence. In these processes, it is often observed that the environment affects education, if the unity changes, the essence of education and the behavior of individuals also change. The behavior of a person under the influence of the social environment contributes to the formation of a person. Based on the content of the above definitions, legal education can be interpreted in a narrow and broad sense.It is a positive activity in a system that leads from the beginning. From the legal point of view, self-education of a person is the conscious formation of a positive legal direction in one's character towards a goal and his legal knowledge obtained through independent enrichment of his legal knowledge, independent work on himself. For example, political education-political consciousness; spiritual education - spiritual consciousness; aesthetic education - includes aesthetic consciousness, etc. The process of legal education takes place through certain relationships between people. Therefore, social relations regulated by law are part of legal education. In it, the formation of the legal consciousness of students (individuals, social groups) takes place. In the process of legal education, the goal is to achieve a certain level of legal knowledge. The formation of respect for the law and the right arising from their personal beliefs is the core of legal education. The components of the legal consciousness included in this collection form the necessary psychological and ideological guidelines for the individual, and enable him to actively apply his legal knowledge in life. This level of preparation is the main indicator of the effectiveness of legal education. Legal education is the shaping of legal consciousness, legal instructions, law-abiding behavior skills and habits, organized, systematic, and specific goal-oriented influence on the individual. It should be noted that not too much attention was paid to legal education in the recent past. In pedagogy textbooks, there was talk about the mental development, work, physical, spiritual and aesthetic education of a person, but there was no mention of legal education. The fact that legal education was not established as an independent direction of educational work did not fail to have a negative impact on the legal consciousness of some part of the growing generation. Undoubtedly, we should not forget the interdependence of legal, political, and spiritual consciousness, but it should be noted that they cannot be combined with each other. As a specific direction of educational work the independence of legal education is primarily related to its content. Legal education forms an independent legal consciousness, which requires the need to find and apply unique forms and methods of education. The principles of legal education can be combined with scientificity, integration with practice, and originality. Uzbekistan is taking steps towards the establishment of a legal state, and in this way, great attention is being paid to the issues of legal education and improvement of legal consciousness. In this responsible task, multifaceted work is being done in labor teams, educational institutions and with each individual. The decrees are confirmed by the Oliy Majlis of our Republic on September 23, 2020: "Law on Education", "On Fundamental Improvement of the System of Raising Legal Awareness and Legal Culture in Society" are proof of our opinion. In order to solve the urgent problems facing the society, it is necessary to increase the legal culture of the people, which requires increasing legal literacy and legal education. In order to be legally educated, each person should receive sufficient legal lessons to acquire knowledge of general law, to consciously accept it, and to perform legal culture separately. But until now, the concept of legal education and its explanatory methods have not been fully explained by our scientists. Legal education can be seen in a broad and narrow sense. In a broad sense, education aimed at influencing the minds of the whole community, of the majority, and in a narrow sense, ways of influencing an individual, his mind. As a result of legal education, if the general public or an individual understands that his actions are legal, tries not to violate the law, and manages himself consciously, following the norms of the law, then the goal is considered to have been achieved. So, legal education is an action that is carried out regularly in an organized manner, aims at a specific goal and can influence the individual "group members" and creates in them the characteristics of legal awareness, legal knowledge, and compliance with laws. It is known that in order to comply with the law, first of all, it is necessary to know it. Since the sixties, special importance has been attached to the strengthening of legal education. It should be said about this period that even now it is conducted in close connection with legal education. The compatibility of the relations between the individual and the society with the principles of development depends on the life position that directs the activity of the individual. The life position is formed in the process of education. For this reason, in the period of the primitive community system, the society took control of personal education and assigned it to the wisest people to perform this task. Teaching a person to live has been one of the important areas of society. The social task of education is to train a person for some useful work or activity. For example, teaching young people a trade, business, art, walking, etc. Legal education is closely related to other types of education. For example, in the formation of a person's attitude to work, it is necessary to teach not blind obedience, but to respect the interests of the society and the state, the order and laws of the state. Moral norms and legal norms are very close to each other. If a person is immoral, he does not comply with the requirements of the law. Consequently, the legal training of such a person will be ineffective, and even the punishment measures will be difficult to implement correctly. The legal education system consists of three components: teaching the rules of the law established by the state; promoting them among members of society; teaching young students to directly participate in the implementation of laws and regulations. Teaching of legal norms means giving knowledge to a person on the basis of a program approved by state authorities. Legal education can be provided in general and special directions. General legal education is provided on the basis of a specific program at all stages of the public education system. In the promotion of legal norms, the law that members of the society should know is the promotion of the rules, decisions, decrees, orders, orders and referrals among the population with the help of various means. The main goal of legal education is the formation of legal consciousness in a person, that is, education of respect for legal norms, voluntary and conscious compliance with them. Legal education includes the educational process of a person from childhood to adulthood. During this process, a person receives legal education in the family, in pre-school educational institutions, in schools, in extra-curricular institutions, in higher education, in professional education, in personnel training and retraining agencies. So legal education is given step by step. The purpose of providing step- by-step legal education is to ensure the continuous acquisition of legal knowledge and skills of young people. For example, in the upper classes, legal concepts that shape his legal consciousness are given, they are taught legal relations based on programs. In higher grades, in all other educational systems, giving a general idea of the Constitution of the Republic of Uzbekistan, the state apparatus of the Republic of Uzbekistan is a clear goal of legal education. The general task of legal education is to teach a person the laws and ways to follow them. The legal task of legal education is to educate a person's ability to apply the necessary legal norms in certain situations. One of the important tasks of legal education is to instill in a person the need to learn legal norms, that is, to get used to independent legal education. A person brought up in the spirit of respect for legal norms regularly studies the rules and encourages others to do the same. There are different types of legal education in practice. But until today, there is almost a lot of literature showing the multifaceted forms of legal education based on a specific scientific concept. This education, as we mentioned above, is carried out in the family, kindergarten, school, educational institutions, institutes. Legal education is the imparting of knowledge that influences the behavior of the students and can serve as a pump to keep them within the framework of order.
