Ontology Of Pengembangan Masyarakat Islam (PMI) Da'wah Science 
In The Community Development Approach

Abstract 
This research aims to understand the potential and impact of integrating the science of 
Islamic propagation (Ilmu Dakwah) within the context of Islamic Community 
Development (Pengembangan Masyarakat Islam - PMI) in a Community Development 
approach. It explores the fundamental concepts of Ilmu Dakwah PMI and Community 
Development and investigates how their integration can bring about positive change within 
Muslim communities. The study identifies several benefits, including increased community 
participation, sustainable development, and enhanced religious understanding, but also 
highlights challenges such as resistance to change, conflicting interpretations of religion, 
and logistical aspects in implementation. Additionally, it underscores the significance of a 
deep understanding of social and cultural contexts, as well as the role of information 
technology, especially social media, in the success of this integration.  This research 
demonstrates how the integration of Ilmu Dakwah PMI with Community Development 
combines Islamic values, propagation methods, and community development principles to 
enhance the quality of life for Muslim communities. The advantages of this integration 
include increased community participation, sustainable development, and a better 
understanding of religion. However, challenges such as resistance to change, conflicting 
interpretations of religion, and logistical aspects must be addressed. A deep understanding 
of local culture and the effective use of information technology, particularly social media, 
also play pivotal roles in the success of this integration.

Introduction 

Islamic Community Development (ICD) or “Pengembangan Masyarakat Islam 
(PMI)” is a crucial concept in the Islamic world that encompasses various aspects, 
including the enhancement of social welfare, education, economy, and morality within 
Muslim communities.1 Da'wah science, as a discipline aimed at spreading the message of 
Islam and building religious awareness, has significant potential in guiding Muslim

communities toward these goals.2 PMI is a manifestation of the aspiration to create a 
society based on Islamic principles, where moral values, social justice, and concern for 
others are the primary foundations of development. PMI aims to address various 
challenges faced by Muslim communities, including poverty, lack of access to education, 
and economic inequality. 

In this context, exploring the ontology of da'wah science in PMI within the 
community development approach aims to understand how da'wah science can be a 
primary driver in improving the quality of life for Muslim communities. Community 
development is a proven framework for enhancing the quality of life through active 
participation in the development process.3 Da'wah science goes beyond the mere 
dissemination of religious teachings; it also conveys messages that motivate individuals to 
play an active role in community development.4 These messages encompass not only 
religious aspects but also ethics, morality, and social responsibility. In the context of PMI, 
da'wah science plays a key role in shaping Muslim individuals who are not only religiously 
observant but also concerned about the overall well-being of society. 

In the ever-changing world, understanding how da'wah science and community 
development can interact and contribute to each other is crucial. Therefore, this paper will 
detail the basic concepts of da'wah science in PMI and the community development 
approach, examining how their integration can form a practical ontology. By combining an 
understanding of Islamic values, the mission of da'wah science, and the community 
development approach, we can comprehend how to advance Muslim communities for the 
better. 

Over time, the role of da'wah science in the context of PMI has become increasingly 
significant. Muslim societies face various global challenges, including modernization, 
globalization, and rapid social changes. In this context, da'wah science has the potential to 
guide Muslim communities through these changes and challenges. However, the greatest 
challenge lies in integrating da'wah science into the proven framework of community 
development on a global scale. 

The foundational concept of da'wah science in PMI includes conveying Islamic 
messages, moral development, and enhancing religious understanding.5 On the other hand, 
community development emphasizes the active participation of the community in 
sustainable and inclusive development processes.6 Therefore, it is essential to consider the 
role of technology in developing this ontology and how it can support and strengthen 
da'wah messages in the context of PMI. 

In this regard, the concept of the ontology of da'wah science in PMI within the 
community development approach employs an interdisciplinary approach. We will examine

the contributions of various disciplines such as sociology, anthropology, and theology in 
understanding the complexity of Muslim community development. 7 This will help us 
develop a more comprehensive understanding of this ontology and how it can be 
implemented in various contexts. 

This exploration is an initial step in realizing the significant potential of integrating 
da'wah science in PMI with the community development approach. It is expected to 
provide a foundation for further research and practical actions that can assist in developing 
Muslim communities sustainably. Through this research, we will explore the fundamental 
concepts and principles governing the integration of da'wah science in PMI and 
community development. Additionally, we will present concrete cases and best practices 
demonstrating how this ontology can be applied in various contexts of Muslim 
communities.8 Through this research, we hope to provide valuable insights into how we 
can more effectively use da'wah science to improve the conditions of Muslim communities 
worldwide. 

 
Method 

Research on the ontology of da'wah science in Islamic Community Development 

(PMI) within the community development approach is a philosophical and theoretical 

study. The suitable research method for this study is the descriptive analytical research 

method. This research aims to understand the ontological basis of da'wah science in PMI 

and how this ontology influences the community development approach in the context of 

Islamic community development. 

Primary data sources in this research will involve the analysis of texts and documents 

related to da'wah science in PMI, such as written works, speeches, and important 

documents. In addition, interviews with experts and practitioners of da'wah science 

involved in PMI can provide deeper insights into the ontology underlying the community 

development approach. 

Secondary data sources will include literature relevant to da'wah science, ontology, 

and community development. These documents will be used to deepen understanding and 

compare the ontology of da'wah science in PMI with existing ontological theories. 

Data collection tools will involve text analysis, interviews, and literature review. The 

data analysis techniques used will include content analysis of texts, thematic coding of 

interviews, and comparative analysis against relevant ontological theories. 

The validation of literature authenticity in this literary research will be ensured by 

verifying that the literature used in this study is reliable and relevant. Additionally, a 

comparative analysis of the ontology of da'wah science in PMI with other existing 

ontologies will aid in verifying the research results.

This research is expected to contribute to the understanding of the ontology of 

da'wah science in PMI and how this ontology can serve as the basis for the community 

development approach in the context of Islamic community development. 

  
Result and Discussion 
The Relevance of Integrating the Science of Da'wah PMI with Community 
Development 

Firstly, it is important to realize that both the science of da'wah PMI and community 

development focus on active community participation. The science of da'wah PMI aims to 

shape devout and responsible Muslim individuals within society, while community 

development regards the community as an agent of change with local knowledge and a 

deep understanding of their own needs. The integration of both is relevant as they both 

emphasize the importance of actively involving the community in development.9 

Furthermore, integrating the science of da'wah PMI with community development 

can be an effective way to motivate Muslim communities to actively participate in their 

own development efforts. The science of da'wah has the potential to disseminate messages 

of Islam that encourage positive actions and social responsibility. By integrating da'wah 

concepts into community development programs, such as religious education, moral 

values, and a profound understanding of Islam, communities can better comprehend their 

responsibilities in social, economic, and environmental development. 

Moreover, this integration can also strengthen moral values and ethics in 

development efforts. The science of da'wah PMI promotes goodness, integrity, and social 

responsibility. Through this approach, Muslim communities may be more willing to 

collaborate on development projects that reflect their religious values. This can create 

stronger bonds among community members, fostering better cooperation in achieving 

development goals.10 

 
The Potential of Integrating the Science of Da'wah PMI with Community 
Development 

The potential integration of the science of Da'wah PMI with community 

development also involves enhancing the understanding of Islam among community 

members. Through robust religious education, communities can gain a deeper 

understanding of Islamic teachings, motivating them to integrate religious values into their

daily lives and development projects. This fosters a community committed to ethical 

behavior and social responsibility.11 

This potential also encompasses strengthening the community's capacity to manage 

and control its own development. By combining the understanding of the science of 

Da'wah PMI regarding social and moral responsibility, communities can be more effective 

in planning and managing development projects that align with their values.12 

In this context, it is crucial to conduct further research and develop a concrete 

framework for the integration of the science of Da'wah PMI with community 

development. In-depth research and collaboration among stakeholders involved can help 

optimize the positive potential of this integration. 

 
Key Elements in the Ontology of the Science of Da'wah PMI in the Context of 
Community Development 

The ontology identifies several key elements that play a central role in this approach. 

Religious education is one of the primary identified elements. Religious education serves as 

the foundation for understanding Islamic values, ethics, and morality. In the context of 

community development, a robust understanding of religious values can provide a solid 

basis for communities to engage in ethical and Islamically principled development 

projects.13 

In addition to religious education, community participation is also identified as a key 

element in this ontology. Active community participation is at the core of the community 

development approach. In the context of the science of Da'wah PMI, this participation can 

be seen as a tangible act in practicing Islamic teachings that encourage involvement and 

cooperation in building a better society. Communities actively engaged in the development 

process tend to have a higher sense of ownership of these projects.14 

Social justice is the third element in this ontology. Social justice is a crucial principle 

in Islam and is also a value emphasized in community development. The ontology 

identifies the importance of creating development structures and programs that prioritize 

social justice. This includes fair distribution of resources, equal opportunities, and

protection of the rights of individuals and weaker community groups. Thus, the integration 

of the science of Da'wah PMI in community development can serve as a tool to achieve 

social justice goals in Muslim communities.15 

 
Conclusion 

The integration of the Science of Da'wah PMI within the framework of community 
development is a crucial step in enhancing the quality of life for Muslim communities. 
Along this journey, several factors must be taken into consideration. The benefits of this 
integration include increased community participation, sustainable development, and a 
deeper understanding of religion. However, challenges such as resistance to change, 
conflicts between interpretations of religion, and logistical issues in implementation also 
need attention. The significance of a profound understanding of the social, cultural, and 
information technology context within Muslim societies cannot be overlooked. 

By designing thoughtful strategies, taking culturally sensitive measures, and 
effectively leveraging information technology, this integration has the potential to create 
sustained positive changes in Muslim communities. Ultimately, the integration of the 
Science of Da'wah PMI and community development embodies how religious values and 
principles of Da'wah can serve as primary forces in social and humanitarian development. 

Summarizing the importance of integrating the Science of Da'wah PMI with 
community development, identifying the benefits and challenges involved, and 
emphasizing the importance of understanding the social, cultural, and information 
technology aspects in this context, this integration holds great potential to achieve better 
development goals in Muslim communities. However, it also requires careful understanding 
and handling of the dynamics involved.
