However, with economic development and social transformation, our country has entered a special period of diversified interests and complex contradictions. Environmental mass incidents show a high incidence trend. "Dilemma." This article uses a new perspective of behavioral public management to analyze the interaction between the government and the public in the decision-making process of environmental projects, and draws the conclusion of "two transformations": the cognitive framework of "public management". Scientific understanding is needed. Transform into the cognitive framework of "public epistemology"; accordingly, the interactive mode of the one-way role of the government and the people and the intermediary influence of experts needs to be transformed into the two-way role of "public epistemology". Based on the interactive mode in which the government, the people and experts play a regulatory role, it is recommended to transform the path dependence of government decision-making led by bureaucratic experts and technical experts into completely democratic decision-making. It refers to a new theory that attempts to replace the traditional management model, and it is also a new public management model. The Cultural Background of the Implementation of the New Public Management Theory As a new reform idea and model, new public management is an effective way to actively respond to the requirements of the times and conform to the trend of the new era. The traditional public management system can no longer conform to the social trend. Faced with this huge management loophole, economic problems emerged. In a severe crisis, some Western countries began to put forward new public management theories and put them into practice. It advocates a competition mechanism, attaches importance to the efficiency of public services, and emphasizes meeting the needs of citizens to the greatest extent possible. The application of the new system has received the response and appeal of the masses, laying a solid foundation for the implementation of the new public management theory. 3. Representatives of New Public Management Theory The proposal and implementation of the new public management theory is a sign of a leap of the times, and the implementation process of the new public management theory is also a long process. Many scholars have made significant contributions to the development of the new management theory, and further made a relatively complete system for their own national conditions. 3.1. Hood's Life and Main Academic Contributions Christopher Hood, a well-known British administrative scholar, graduated from York University with a bachelor's degree in social science and political science. Hood advocated the reform of government administration, rules and regulations, and the public sector. 3.2. Bazzeré's Life and Main Academic Contributions Michael Bazel, an American administrative scholar, received a Bachelor of Arts degree from Stanford University in 1980. New Public Management Theoretical Results the New Public Management System Is Different from the Traditional Management System In the new information age, it is proposed to use innovative thinking and reform methods to benefit the people. Solve the contradictions among the people and protect the interests of the people to the utmost extent. The management function of the government is to steer, not to paddle. The main responsibility of the government is to give the people great benefits and guide the people to follow the correct line. The government should manage and implement separately. Suburban Land Development and Traffic Extension In the social and economic management system, it is necessary to actively develop remote areas or areas around cities. Through the new public management system, promote the common development of the country and the unified construction of the city. Subsidy policies can be implemented in remote areas of a country. A city is treated equally when it is built. The new development zone will implement public facilities as soon as possible to ensure the convenience of travel and life. At present, many developed cities in my country, such as subways, buses, etc., seem to have complete public transportation facilities, but due to the continuous increase in population, the utilization rate of land continues to expand, and they are beginning to expand to the suburbs. Although the price is lower than that in the city, the traffic is still very congested. As a result, the newly developed new city slowly returned to the dead city, unattended. After the commercial housing was built, no one bought it, and the economic loss was huge. In this regard, government departments must actively plan and report to higher-level departments for processing, and implement them as soon as possible after approval by higher-level leaders to ensure the interests of the people. People will not get lost. Urban transportation is a prerequisite for urban development. 4.2. Policies and Advantages of Civil Servant Entry China implements written examinations and interviews for serving civil servants. The policy of survival of the fittest has greatly improved the quality and professional skills of government civil servants. At present, the qualifications of civil servant examination personnel in our country are restricted by academic qualifications, majors, and age. Most of the newly promoted personnel are college students who have just graduated and entered the society. Development and Construction of Remote Areas in Western China The "Western Development" is an important policy of the Central Government of the People's Republic of China. Its purpose is to use the remaining economic capacity of the eastern coastal cities to improve the level of economic and social development in the western region. Efforts will be made to achieve sound and rapid economic development in the western region, the people's living standards in remote western regions continue to improve steadily, and new breakthroughs have been made in infrastructure and ecological environment. The focus is on achieving new results in the development of basic public services such as transportation, medical care, and education, and solidly promoting the construction of a harmonious socialist society. 4.4. The Importance of Urban Greening Reform The sanitary environment and greening of a city can directly reflect the spiritual outlook of a city. In today's increasingly social and economic development, people's living standards are gradually improving, and some people have paid off when they go overseas to do business. Most people lead a well-off life. With the improvement of living standards, many people buy private cars in order to improve their quality of life. The increase in private cars has led to urban traffic congestion and excessive vehicle exhaust emissions, causing great pollution to the environment. In response to this problem, the government and relevant departments can make some corresponding plans. Adopt policies to expand the area of urban green space and limit the amount of vehicle exhaust to reduce vehicle exhaust emissions and the absorption of harmful substances in vehicle exhaust by plants. At present, the green area of most cities in China can reach the standard that accounts for a quarter of the total urban area. 4.5. Implementation of the "Nine-Year Compulsory Education" Policy An important feature of China's actual implementation of the "Nine-Year Compulsory Education" policy is the free nature-in particular, the exemption of tuition fees. Many rural areas in our country have begun to implement the "two exemptions and one subsidy" policy, that is, exemption of tuition and miscellaneous fees, and a certain amount of living allowances for boarding students. Conclusion Based on the perspective of changes in social contradictions in China, the current rural revitalization strategy is also an inevitable and inevitable requirement for resolving current social contradictions.
