This paper aims to explore how enterprises can optimize their operational management and strategic decision-making through a cross-cultural perspective in the context of globalization. Initially, the article reviews the relevant theories of globalization and cross-cultural management, including Hofstede's and Trompenaars' cultural models, and their applications in practical operations. Subsequently, it analyzes the impact of globalization on supply chain management, production processes, quality control, and market strategies, and showcases successful cross- cultural operational management practices through case studies. Additionally, the article discusses the importance of cross- cultural communication, leadership, and team building, as well as the role of information technology in cross-cultural decision- making. Finally, the paper points out the challenges and future trends faced by global operational management and strategic decision-making, emphasizing the critical role of cross-cultural management in achieving global success. The research findings of this paper have significant theoretical and practical guiding significance for multinational companies in their operationa l management and strategic decision-making under the context of globalization. Introduction Globalization has become a prominent characteristic of today's business environment, not only changing the boundaries of markets but also presenting new requirements for operational management and strategic decision-making of enterprises. In this context, the importance of a cross-cultural perspective has become increasingly evident. Companies must understand and adapt to business practices under different cultural backgrounds to ensure successful operations on a global scale. This paper aims to delve into the cross- cultural perspective of operational management and strategic decision-making in the context of globalization, analyzing the challenges and opportunities faced by enterprises in cross- cultural environments, and proposing effective management strategies and decision-making models. Through theoretical analysis and practical case studies, this paper aims to provide multinational companies with a comprehensive framework for cross-cultural management to support their competitive advantage in the complex and ever-changing global market. 2. Globalization and Cross-Cultural Management Theory Globalization is a multidimensional phenomenon that involves not only the internationalization of economic activities but also the mutual penetration and influence at the cultural, political, and social levels. As global markets integrate, businesses face unprecedented opportunities and challenges. In this process, the development of cross-cultural management theory provides important frameworks and tools for understanding and addressing the cultural diversity brought about by globalization. Hofstede's cultural dimension theory is one of the most influential theories in the field of cross-cultural management. Hofstede identified six cultural dimensions through a large- scale survey of IBM's global employees: power distance, individualism versus collectivism, masculinity versus femininity, uncertainty avoidance, long-term orientation versus short-term orientation, and indulgence versus restraint [1]. These dimensions help us understand behavioral patterns and value systems in different cultural contexts, thereby better predicting and managing cultural differences in cross-border operations. Trompenaars' cross-cultural model, on the other hand, starts from the perspectives of relationships and transactions, proposing seven cultural dimensions: universalism versus particularism, individualism versus collectivism, neutrality versus affectivity, specificity versus diffuseness, achievement culture versus ascription culture, time orientation (monochronic versus polychronic), and introversion versus extroversion. These dimensions emphasize the role of culture in interpersonal relationships and business transactions, providing guidance for communication and cooperation in the context of globalization. In addition to Hofstede's and Trompenaars' theories, there are many other cross-cultural management models and theories, such as Hall's high-context and low-context culture theory, Schwartz's value model, and Triandis' individualism- collectivism theory [2]. These theories reveal the complexity and diversity of culture from different angles, providing theoretical support for cultural adaptation and integration in the context of globalization. Cross-cultural management in the context of globalization is not merely a theoretical discussion; it also involves strategies and methods in practical operations. Businesses 25 need to enhance employees' cultural awareness and sensitivity through cross-cultural training and education, reduce misunderstandings and conflicts through effective cross- cultural communication strategies, and leverage the synergistic effects of culture through the construction and management of multicultural teams. Additionally, businesses need to utilize information technology to support cross- cultural decision-making, integrating information and perspectives from different cultural backgrounds through data analysis and decision support systems. In the broader context of globalization, the challenges businesses face is not only economic and market competition but also how to achieve effective management and decision- making in a multicultural business environment. The development of cross-cultural management theory provides businesses with a set of systematic tools and methods, helping them identify and leverage cultural differences in the global market to achieve sustainable competitive advantage. However, cross-cultural management is not static; it needs to evolve continuously with the development of globalization. The rise of emerging markets, the rapid changes in technology, and the increasing prominence of global social and environmental issues all present new requirements and challenges for cross-cultural management. Businesses need to continuously learn and adapt to maintain a leading position in the globalization process. In summary, globalization and cross-cultural management theory are key to the success of businesses in today's complex and ever-changing global market. By deeply understanding and applying these theories, businesses can better manage cultural differences, promote global team cooperation, achieve effective cross-cultural communication and decision- making, and ultimately realize sustainable development and growth in the global market. 3. Operational Management in the Context of Globalization In the context of globalization, operational management of businesses faces unprecedented complexity and challenges. As market boundaries become increasingly blurred, multinational companies must coordinate resources and optimize processes on a global scale while ensuring consistency in products and services. In addition, companies enhance employees' global perspective and cross-cultural communication skills through cross-cultural training and the construction of multicultural teams. Information technology plays a crucial role in global operational management. Companies utilize advanced information systems and technology platforms to achieve real-time sharing and analysis of global operational data, thereby improving the accuracy and response speed of decision-making. For example, companies can monitor the operational status of the global supply chain in real time, identify and resolve potential issues promptly, through cloud computing and big data analysis. At the same time, companies can also use tools such as social media and mobile applications to strengthen communication and interaction with global customers and partners. In summary, global operational management in the context of globalization is a complex and dynamic process that requires businesses to have cross-cultural sensitivity and adaptability. Companies must coordinate resources and optimize processes on a global scale, ensuring consistency in products and services while adapting to local market needs and cultural differences. Through effective supply chain management, localized adjustments to production and service processes, cross-cultural adaptation of quality management, and the application of information technology, companies can maintain competitiveness in the tide of globalization and achieve sustainable development and growth. 4. Strategic Decision-Making in the Context of Globalization In the context of globalization, strategic decision-making for businesses faces unprecedented complexity and challenges. As market boundaries become increasingly blurred, multinational companies must develop and implement strategies on a global scale to adapt to the economic, political, cultural, and social environments of 26 different countries and regions. The core of global strategic decision-making lies in how to effectively integrate resources and opportunities across different markets while addressing local market competition and risks. Firstly, globalization requires businesses to consider the diversity and dynamic changes of global markets in strategic decision-making. Companies need to identify and evaluate the growth potential, competitive landscape, and consumer behavior of different markets to formulate localized strategies that align with global strategic objectives [4]. This may mean that companies need to adopt differentiated product positioning, pricing strategies, and marketing activities in different markets to meet local consumer needs and preferences. At the same time, companies must also pay attention to the impact of global economic trends and political events on markets, and how to respond to these external changes through strategic adjustments. Secondly, global strategic decision-making necessitates the effective allocation and synergy of resources across different countries and regions. Companies may need to share research and development results, production technologies, and management experience among different markets to improve efficiency and reduce costs. In addition, companies also need to establish global partnerships, through joint ventures, alliances, or mergers and acquisitions, to gain new market entry channels and technological resources. Additionally, artificial intelligence can assist businesses in evaluating strategic options under different market scenarios through simulations and predictive models, leading to more informed decisions. Cross-cultural communication tools and technologies are also an indispensable part of global operational management and strategic decision-making. As companies expand globally, effective cross-cultural communication become important. Businesses can utilize multilingual communication platforms and real-time translation tools to overcome language barriers and ensure smooth communication among global teams. Furthermore, virtual meeting and collaboration tools, such as video conferencing systems and project management software, can help companies coordinate projects and meetings across the globe, enhancing team collaboration efficiency. 6. Conclusions Operational management and strategic decision-making in the context of globalization is a complex and dynamic process that requires enterprises to possess cross-cultural sensitivity and adaptability. This paper, through in-depth analysis of globalization and cross-cultural management theories, as well as research on practical operations and strategic decision- making cases, reveals the critical role of a cross-cultural perspective in the global success of enterprises. Cross-cultural communication, leadership, and team building are the foundation for achieving effective cross-cultural management, while information technology provides strong support for cross-cultural decision-making. Facing future challenges and trends, enterprises need to continuously innovate and adapt to maintain competitiveness in the global market.
