Gout, the Michigan Supreme Court held that while the legislature intended to preempt local regulation of wells (at least by townships, and likely also counties), the location and operation of pipelines was not so preempted.75 The Court left the door open by saying that it could find no intent that the legislature expressly intended to preempt all local regulation of the oil and natural gas industry.
