1. Introduction Issues related to the formation of optimal for Ukraine model of formation and implementation of the state policy of regulating land relations on the way of real- ization of the integration state’s choice are prospec- tive nowadays for scientific discourse realization. At the same time, for the detailing and disclosure of the concept and the content of the measures of state policy of regulating land relations, it is neces- sary to determine probabilistic changes of the main structural and dynamic indicators of land resources, which will take place during the implementation of a certain type of strategy management of these processes. According to this, the character and pace of the measures of state administration of land rela- tions development should take into account mod- ern experience of its implementation in the frames of each component of the system of land relations. The effectiveness of realization of economic-statisti- cal analysis and the usage of prognostic and diag- nostic methods of scientific knowledge will protect the development of the optimal for Ukraine concep- tual-analytical model of the strategy of formation and implementation of state policy of regulating land relations in Ukraine. Alymov A. Kuzmin, A. Miroshnych- enko, L. Nowakowskyi, V. Nosik, A. Tretiak, M. Shulha, S. Ibatullina, O. Stepenko and others. However, the majority of scientific researches, firstly, consider theoretical and practical aspects of land reform and land relations` development from the point of view of formation of the system of state administration by land relations and land resources. Thus, we consider, there is an urgent need to conduct a systematic study of the problems of constructing the optimal for Ukraine strategy of formation and implementation of state policy of regulation of land relations of enterprises on the base of formalization of adequate conceptual and analytical model. The main aim of this article is to develop the opti- mal for Ukraine conceptual and analytical model of the strategy of formation and implementation of state policy of regulation of land relations in Ukraine on the base of generalization of conceptual approaches to the implementation of strategic planning in state ad- ministration of land relations. 2. Strategic planning of state regulation of land relations Land policy is a fundamental part of the general eco- nomic policy that defines aspects of development and usage of other measures of state regulation; reduces corruption risks and provides dynamism to the processes of modernization of economic de- velopment. Environmental, transport, investment, industrial and other policies, one way or another, should be based on the current foundation, as well as on the plans of medium and long-term land poli- cy of the state. We confirm that implementation of state policy is a continuous, dynamic process of achieving goals, which involves various government agencies and civil society institutions. Therefore, the aim of implementa- tion of the state policy of land relations is the practical organization of actions of land relations` participants, distribution and redistribution of land resources, pro- viding the order in land usage, protection of land re- sources and their preservation for future generations. According to this, fundamental society`s interests, strategic demands of the modern stage of state`s de- velopment expressed by political leaders and elites in the form of basic principles and strategic objectives, which have found the appropriate public support, should be the base for the development of state land policy, which must meet modern requirements to the policy-making process (Morrison, 2002). Therefore, objectively, development of the effec- tive state policy in the society is practically impos- sible without strategic planning, based on the im- plementation of provisions of the program-oriented approach to the formation of optimization complex of measures, methods and tools of targeted impact on the determined sphere of administrative activity. The relevance and urgency of usage of methods of strategic planning is additionally explained by its rationality and the global integration, and it can be seen in several possible options for the implementa- tion into the society`s practice of Ukraine (the con- clusions of which provide consideration of the de- velopments (Суворов, 2014)). In state administration strategic planning – is the planning of the goals of the state development, that provides looking for optimal set of trajectories of its movement oriented to achieve some long-term objectives in the conditions of real resource con- straints. Such planning is one of the most important tasks of the state-management activity. It covers the conceptualization of policies, programmes and pro- jects, regulatory, organizational and coordination- planned design and provides achievement of their balance and assurance of the synchronous develop- ment (Сурмін et al., 2010). Its characteristic feature is the large-scale coverage of problems of rational land usage and land protection in the state. Strategic planning allows, in a certain way, to make a clear definition of development objectives and to forecast the search/creation of the optimal set of trajectories of movement of a certain area of economic and administrative activity oriented on the achievement of defined long-term objectives in the conditions of real threats and resources` constraints. According to this, such type of planning becomes one of the main tasks of state-administrative activ- ity in the field of land relations` regulation. It covers the conceptualization of components of the general policy of land relations` regulation, as well as target programmes and projects, regulatory, organization- al and coordination-planned design and provides achievement of their balance and assurance of their synchronous development. Along with the specified, the author confirms that the strategic planning in the field of state regulation of land relations, in fact, is able to combine several types of administrative activity, in particular: a) definition of objectives of development of land relations; b) forecasting of expenditures and changes in the quality of land resources; 48 Tetiana Tytarenko c) assessment of the adequacy of the defined list of resources and reserves; d) adaptation of the system of state and regional management in the field of land usage to the en- vironment; e) internal coordination, which are reflected in the detailed comprehensive plan aimed at the ensur- ing of the achievement of the objectives. According to this we confirm that the essence of strategic planning, developed with the usage of provisions of the programme-target approach is the allocation of a substantial, in the whole complex of changes, in the sphere of land ownership, land us- age and land protection, desirable and possible state of land relations in the country, region or local community in future. Therefore, we recognize that according to the specified (Tytarenko, 2014) major issues of the state policy of regulation of land relations that cur- rently inhibit its development and implementation, proposed for the usage in the practice of the state scientific-applied measures on completion of the land reform and the development and implementa- tion of new state policy of regulating land relations (using the provisions of the programme-oriented approach) may become the fundamental basis to prepare draft regulations and implement effective policy by executive authorities in full performance of their powers granted by the law. That is why, the original conceptual and analytical model of the strategy of formation and implementation of the state policy of regulation of land relations in Ukraine can be represented in the form of structural-logical scheme, which is shown on the tab. 1. The systematic understanding of complex, voluminous and mul- tifaceted issue of development and justification of the strategy of formation and implementation of the state policy of regulation of land relations in Ukraine and, respectively, clear definition of content-rich- ness of the last (Титаренко, 2014) has provided ho- listic, comprehensive understanding of the priorities and possible directions of formalization of concep- tual and analytical model, which is represented by the formula 1: where: S str – the strategy of formation and implementation of the state policy of regulation of land relations in Ukraine; M – the mechanism of formation and implementation of the state policy of regulation of land relations in Ukraine, which is represented together with its six components. That is, in the following composition of submechanisms: SM l – legal; SM ad – administrative; SM ol – organizational and land-managerial; SM fe – financial-economic; SM flp – formation of land property and land ownership; SM spl – security of protection of land; – multiple function from the structural and dynamic construction, based on different by nature dominants of state administration. In particular, on: the clear definiteness of: (а) essence and content of compo- nents of state policy of regulation of land relations, repre- sented in the form of multidimensional system of economic, organizational and legal measures to rationalize land rela- tions ( ); (b) principles of formation and implementation of the state policy of regulation of land relations (P flrl ). It is also necessary to specify that objectification of the last involves incorporation and consideration of the modern experience of formation and implementation of the appropriate type of policy in three, recognized as priority ones, directions of reali- zation of a complex of measures ( ); R ⊂ SUI – closed feedback that occurs when performing ad- ministrative decisions and solving administrative tasks pro- vided on the results of identification of the main systematic- universal issues in sphere of regulation of land relations; df / dQpta – derivative structural and functional component that provides efficiency formation and implementation of the state policy of regulation of land relations according to the consequences of using provisions of programme-target approach during its development; St | Op (G slrl ) | – to which (the mechanism, functionals and de- rivatives – see formula 1) incorporatively identified and justi- fied as correlates strategic and operational objectives of state regulation of land relations in Ukraine, that provides crea- tion and selection of optimization complex of strategic tools (SI srlr ) and, accordingly, development of a complex of meas- ures for each of the (defined by the author of dissertation) two stages of the strategy implementation ( ) of the appropriate type (that is in the context of formation and im- plementation of the modern state policy of regulation of land relations in Ukraine). Analysis and evaluation of the modern state of state management of land relations and, respec- tively, the use and protection of land in Ukraine, confirms that there is a number of issues that require urgent solutions. The most acute problems of state policy of regulation of land relations that arose dur- ing their reformation and that are still not resolved, are also characterized on the table 1. Conceptual and analytical model of strategy of formation and implementation of state policy… 49 Thus, we prove: the presented calculations of the conceptual and analytical model of strategy of formation and implementation of the state policy of regulation of land relations in Ukraine will protect from unit costs reduction, will provide the involve- ment of existing reserves and innovation opportu- nities for the development, improvement or radi- cal change in land relations in the direction that is a priority one for the state, to rationalize the use and protection of land, food security and the creation of environmentally safe conditions for business and residence of citizens. The stated above is shown on the table 1 to identify the mechanisms of formation and implementation of state policy of regulation of land relations in Ukraine and to determine the op- timal strategic goals. Since it is the formalization of strategic and operational objectives and involve- ment of strategic potential of industrial and eco- nomic systems that will secure efficiency of technol- ogies of strategic management of land relations in terms of resource limitations. Summary According to the results of the analysis of strategic planning in state administration of land relations, the conceptual and analytical model of the strategy of formation and implementation of the state policy of regulation of land relations in Ukraine is devel- oped and visualized, under which the following is proposed: a) major steps towards completion of the land re- form and development and implementation of a new state policy of regulation of land relations; b) apply the provisions of the programme-target approach as the basic method of improvement of the state policy of regulation of land relations in Ukraine. Summarizing the above presented calculations, the author believes that today the strategic planning on the basis of the programme-target approach can be seen as a methodological base, quite adequate for the present and able to increase the effectiveness of state management of land relations both in the state as a whole and its separate regions. The use of strategic planning in the state administration of land relations will promote the transition from the prac- tice of using funds for the development of land rela- tions to the evaluation of final results and increas- ing of responsibility during the implementation of relevant programmes, which makes it necessary to continue research in this area. references Morrison T., 2002, Actionable learning.
