RAY M O ND DART FUND Physiotherapy in South Africa owes a great deal to Professor D art. I t was he who launched Physiotherapy in this country and he has always been our cham pion. As will be seen in another p art o f this Journal a fund is being started in his nam e and we as a society want to give it our whole-hearted support. A t C ouncil’s meeting, a t East L ondon, in September of last year, the W estern Province B ranch subm itted a reso­ lution, intended for discussion, as to w hether or not members o f our Society should undertake m anipulative treatments on patients under Anaesthetics. The object was rather to have a general discussion than a ruling, but it would appear th a t this item was placed tow ards the end o f the Agenda. Practically no discussion at all to o k place, but Council resolved th at it would be com petent to a physiotherapist to perform m anipulative treatm ents on patients anaesthetized, provided th at a doctor was present as well as the anaesthetist. In order th a t the position may be quite clear I feel that the following observations should be publicised through the Journal. My branch has already notified the General Secretary that a resolution from us will seek to review and rescind C ouncil’s Resolution, and we have done this for the following reasons: The Physiotherapy Council, not a Statutory Body, is, in fact, not com petent to rule on this point w ithout p rio r sanction o f the S.A. Medical Council, which body, o f course, has Statutory Status, and on whose Auxiliaries Sub-Comm ittee we are directly represented. Obviously, therefore, even if the ruling o f o u r own Council, at East L ondon, is acceptable, it does not follow that a physiotherapist is legally entitled to m anipulate a patient who is anaesthetized. A fter very serious consideration, and discussion with my colleagues on our branch committee, and w ith M r. Posselt o f P o rt Elizabeth, who was in Cape Town on a visit, I am convinced th a t a physiotherapist is N O T entitled to expect to be allowed to handle a patient who is under the influence o f anaesthesia: In my view, this is clearly the responsibility o f an orthopaedic surgeon, and I take this opportunity o f urging physiotherapists NOT to agree to undertake such treatm ents.
